@johnallsopp if the plug-in makes hyphens into em-dashes using standard entities then it should render fine.

Does anyone else find it ironic that a major part of my job description uses the words "Open The Web" when the Web was created to BE open?

The best I can offer is look into WOW. It's broader than just CSS2, but maybe it'll fit the bill: http://webprofessionals.org/certification/

That's my point @nikkiana Orgs like World Organization of Webmasters (WOW) have worked on the cert issue but it's been difficult.
You realize @Obscura certification is a dirty word in this industry. I don't know a solution other than schooling your boss. Anyone else?
