I've not had the time @karmatosed but want to some day build a Frame-based site laid out with tables, iframes. Valid and accessible. :D
Sometimes @karmatosed I feel like doing exactly that. I miss tables!

No @karmatosed, that would be CSS 2.1. Folks, it's not a finished spec! CSS3 is a different animal due to modularization.

Well @martinsanchez, that would involve me having a decent camera. My parents promised one for my birthday but senior moments set in.
Here's the fine point re: CSS3. It is built in modules so think of them as mini-specs. This is done in part to speed up implementation.
