when it comes to the MS issue, there was a window (rimshot) where diplomacy was possible, so diplomacy worked (see IE8 standards)

On the other hand, slow-to-implementation issues undermine a lot of the W3C's work. I think the infrastructure of W3C does, too.

FYI: I'm not anti-Microsoft, I'm anti-only-proprietary. I work very closely via the W3C with MS and retain wonderful friendships within.

When a W3C member signs membership, they promise to work cooperatively with the specs they help to author. This doesn't always happen.

I'm not convinced that legal action is the most honorable way of solving these problems, but it is the system. We must protect standards.
