no voice, but in terms of every current existing tests, IE8 RC1 is outperforming us in CSS 2.1.

Under W3C, we need implementations to move forward with finalizing specs. As such, they both require each other.

I agree with point 2. In terms of W3C, it's not just them. It's implementers. IE8 looks like it will be the first CSS 2.1 complete.

I'm not sure that we "need" that, it's just a fact. If something isn't implemented, doesn't matter if it's in a spec, it isn't used.

what ultimately gets used is what is implemented, not necessarily what is in a spec, finished or not. CSS 2.1? unfinished. How many use it?
