to be semantic and minimal, just use h1 and then break hierarchies down from there. We all have a tendency to over ID / over class.

h1 means one thing in markup: The highest level header.

historically, we see <b> & <i> available in (X)HTML strict DTDs. I myself remain unclear on what is semantic about these elements.
