The !important problem came from changes between CSS1 and CSS2 wrt user style and accessibility. I heart css1: http://www.w3.org/TR/REC-CSS1
@sametjan if you are a user using a user style sheet and have !important in your user sheet? That's the only reason to have it anywhere.
