Flash came from FutureSplash made by a San Diego Co. called FutureWave. That was late 1995 @Si. Required a plug-in! So the answer is no.

@DaveO have you tried media queries and modify CSS for a range of visual environments? AKA "responsive design"
@DaveO that's the text module only. There is position:fixed in CSS, which relates to the browser's chrome. As for fix to screen? Who knows.
