There is a theory that it is really not the proper function of the government to promote any arts. If people want arts, they should pay for it with their own money. If an artist produces works that appeal to the "public", then they will happily spend their own money on it.

Of course it’s a theory. Just a bad one. It’s the notion that the market should control everything. The opposite theory is that there are some things that do not necessarily drive profit but which nevertheless uplift the human spirit or are simply the right thing to do.

There will be serious differences of opinion about what does or does not uplift the human spirit or whether it is the right thing to do. One person's opinion is not any more valid than anyone else's.
