It would seem like $100 billion divided by 37 million, or a bit less than $3000 per person, while not a trivial amount of money, isn’t going to be life altering.

Reparations wouldn't be paid to individuals. The money would be applied to larger social, economic and educational issues as determined by a council of African-American leaders. And okay, make it more..! Remember that we spend $700B on defense each year.
