Can someone tell me why Puerto Rico is not receiving the help they need...?

Rebuilding infrastructure, power plants, sewer systems, roads, bridges require engineering design, permits, extensive studies on environmental impact/capability to withstand another catastrophic event. We live in a snap-to socieity and think these things can be done overnight.

I work for FEMA and mention some reasons for delays. We often have delays in getting infrastructure repaired. I am not informed about equipment ordered in Oct that was not delivered.
