Yrs. The problem is that Puerto Rico's infrastructure was old and poorly maintained and..and the storm destroyed most of it..so "help" is much harder to provide w/o power and comm.
T = Time is wasted on "other" Americans.
R = Relief is for those with $$
U = Unconditional only applies to the base
M = Money is mine to do with as I please.
P= Petty, as they will never vote for me.
