Because "they" are trying to get the people to MOVE to the mainland, so they can claim the land for their own. I think it has something to do with being a resident there for 6 months, you don't have to pay federal income taxes. "They"the buyers of the debt, want exclusive right!

FEMA responds to disasters at the request of State/ Tribe/Territory. FEMA cannot override local authority. FEMA pays 75% while the State/Tribe/Terr pays 25%. This is law. To pay 100% FEMA must have OK from Congress and a request from the state. 1/2
