Rebuilding infrastructure, power plants, sewer systems, roads, bridges require engineering design, permits, extensive studies on environmental impact/capability to withstand another catastrophic event. We live in a snap-to socieity and think these things can be done overnight.

When equipment is ordered in October and still hasn't arrived in Puerto Rico by December, more is going on than a lack of patience.

Maybe for the same reason their gov't became $70Billion+ in debt and filed for bankruptcy protection in May 2017? Monies are not getting to where they need to go.
