It's a whole big ole soup pot full of factors. Back then, US civics was Cold War propaganda that we had to sift through later as adults.

People need to be taught basics of how our government is organized, the Bill of Rights , the Constitution etc. - otherwise too easily duped.

State school boards decide. it's hard to believe, but there are some in this country who prefer that our citizenry be undereducated.
