This is child abuse as well as cruel and unusual punishment, which is forbidden in the Constitution.

The US is the only country not to ratify the UNCRC (UN Convention on the Rights of the Child). One argument against it was concern it would prohibit juvenile executions (which were only just found unconstitutional in 2005 by a 5-4 Supreme Court decision). Crazy country.
