Officials have sent out a emergency warning and are currently evacuating people within a four-mile radius of the explosion. The cause of the explosion is currently under investigation.

Not sure follow you there. I assume these chemicals are needed somewhere. And we need to transport them by something. Rail is probably the safest way, much safer than roads.

I assume when you say "corporate capture" of DOT, you really are asking Congress to pass the safety act, which is literally waiting for vote and addresses these exact issues. Saying EP is "untended to" is a joke as well. What EXACTLY would you do.
