With systemic barriers to affordable housing and a lack of systemic protection from unfair evictions, as a society we routinely cast thousands of people into the horror of homelessness.
You're not serious about ending homelessness if you don't address the systemic barriers into housing. Application fees, credit checks, making 3x the rent, no pets, giant deposits. It's hard for a housed person to get into an apt. - imagine how hard it is for someone in a tent.

States need to designate land for low cost housing and ease up on codes and restrictions when possible. But with climate change southern coastal States may have go in the opposite direction. They need masonry housing wind protection

Since we started bringing people together, preparing meals, and serving the homeless population in Skid Row in 200, we have believed that there is an urgency to bring back dignity to our community. By acknowledging and supporting the people who are suffering from the homeless crisis and the residents who can be part of the solution by exercising compassion and solidarity. Since then, we delivered over 500,000 meals by being present in Skid Row, with 20,000 volunteers who provided more than 75,000 hours.

I understand "landlord" is a dirty word to most people, but disregarding the financial/legal risks they take on won't solve anything. Instead, you'll get fewer real people taking on those risks and more giant corporations running everything.
