Cluster bombs should never be deployed. They violate any humane standards of war.

Cluster munitions are illegal under international law. They scatter multiple (often unexploded) bombs over a wide area. Innocent people are still being killed by them in Vietnam 50 years after the war. This is why I am coleading an amendment with @SaraJacobsCA to block their sale.

You're not wrong. However, legally, these treaties cannot be applied to non-signatories. Same with nuclear non-proliferation. A country cannot be held to a law they did not agree to be held to.
