Cluster bombs should never be deployed. They violate any humane standards of war.
Cluster munitions are illegal under international law. They scatter multiple (often unexploded) bombs over a wide area. Innocent people are still being killed by them in Vietnam 50 years after the war. This is why I am coleading an amendment with @SaraJacobsCA to block their sale.

Yes, but when we, the US, keep making promises not to give X, but then months later do it (tanks, patriot batteries, F-16s, etc.), then it becomes really hard to say no. We need to think ahead, not react after the fact.

cluster bombs are bad if they're used in a foreign nation as it has long term impact far after the war there's absolutely no ethical problem using it in one's own country, ukraine weighed the risk of them and determined their use saves more ukrainians than it hurts down the road
