We ARE seeing much the same here now. Many states have "drug courts" where addicts are given the option of going to long term rehab rather than prison. Also, many judges go very easy on substance abuse crimes. But there has to be a limit. You can't repeatedly commit crimes.

The drug war is not over, send all the drug addicts in the White House to jail first. That includes Biden, Pelosi and especially Bush Jr. three strikes and counting.

Unfortunately the U.S is so hooked on certain drugs to treat it as a decriminalized health issue would be very expensive and open to a lot of corruption. Not saying the "War on drugs" is the answer but its not so simple to walk away from.
