His good conscience would have manifested itself in some other way had his vote been needed to pass the deal. He has endorsed already Biden for 2024, well before primaries even begin. They broke him.

Biden shouldn’t have negotiated w/the Republican hostage takers😡 Our Constitution specifically gives a directive to @POTUS- an OBLIGATION to pay our bills. With that, Biden should have ignored this #DebtCeilingHostage farce and just continued to pay the bills! 😡
