Only reforms you will see is more police funding, and more freedoms revoked. Police are the front lines to enforce their control, after all.

It's the guns, @marwilliamson Don't wonder why US cops might over react. Unlike in every other first world country, every person a US cop approaches is quite likely to be carrying a concealed weapon. You'd be just as jumpy as they are. I am surprised the US has any cops at all.
