It absolutely violates the spirit even if not the letter of federal law. Using undocumented minors as cheap, dangerous child labor is immoral. If I were president now, we would go after this like sharks.
The U.S. Labor Department says Iowa's child labor bill may violate federal law.
They state that allowing 14- and 15-year-olds to do assembly line work is illegal.
And that allowing 14- and 15-year-olds to work in meat freezers is explicitly prohibited.
