As the son of a slumlord I can tell you evictions happen when low income ppl spend all their money on drugs on the off chance the landowner or govt will keep a roof over their heads.

I owned a condo in Toledo which I rented out at "breakeven" - what am I to do when a tenant does not pay the rent. I still am on the hook for condo fees, insurance, property taxes. No, I had to evict - had no choice
