Drug addicts never ask how they will pay for drugs. They WILL find the money for the drugs. It is everything else you might not be able to afford. You are addicted to war, so you can't afford health care or functional railroads. Makes sense.

Wars end. If you're proposing permanent, annual spending that goes on from here to eternity, it has to be paid for as you go, it can't be borrowed. A temporary ten year spending program can be, because you can start paying it back when you're no longer spending the money.
