Immunity and protection. When payments resulting from lawsuits are made to come our of their pension and/or their personal accounts and not covered by tax payer money, there is no incentive whatsoever for the Police to do anything different.

They explicitly have that permission, granted by the state, due to the nature of their job. That job is protecting capitalism and private property. Nothing less, nothing more. To that end, they can murder whoever they want, and 95% of the time, the state will allow it.

This is how they're trained at the academy, the lesson that gets reinforced constantly while at work, and how they teach the next generation of police. Anyone that strays is either driven out of policing, hazed into silence/compliance, or worse.
