Do you not recall the Stanford Prison Experiment? Although the analysis of results has been debated, it’s very likely that a combination of the personality drawn to policing and the training & environment create these issues.

"What makes police feel they have permission to act this way?" Probably the fact that he had a knife and came at the police rapidly. Didn't just "walk" and had repeatedly asked police to shoot him. I think maybe police were justified in acting in self defense?
