There are some other options for student loan forgiveness such as the Higher Education Act (HEA), which does not rely on there being an emergency. Biden could also continue to pause debt payments.

This is part true. Postwar education for returning veterans was a national security priority. We needed an educated population in order to maintain the cold war effort. So other public institutions funded the universities. And there were fewer of them.

I started attending Syracuse University in 1972. My parents paid $502 a semester for in-state tuition w/ room & board and a 10 meals a week program. I was able to work some weekends and summers for what I called my "beer & cigarettes (????)" money.
