Legalize all drugs and allow for drug testing sites. When people can go to a trustworthy store to get their medicine /drugs those things are much less likely to be tainted and if they are we can easily find out at which point they were tainted

Kids need education! Only telling them drugs are bad doesn’t work. Most kids will end up trying some sort of drugs (I’m not even including cannabis here) it’s better to be educated about it than trusting the wards of another teenager.

Sadly our white collar criminals addicted the country to opioids paving the road to fentanyl- nobody went to prison
