In the history of policing in the US, the "system" has never functioned without corruption. It's a system that can't be reformed.

No, what I'm saying is, we don't have law enforcement agencies now. They don't exist to enforce laws. That's not their real purpose. Incarcerating entire generations of ethnic minorities is not law enforcement. Armed occupation of cities isn't law enforcement.
