Do they then become permanent wards of the state when they can't pay the fines, and are repeatedly arrested for having outstanding fines that just keep accumulating? Would be cheaper to provide housing for them that doesn't require a staff of jailers.

Right after my home town closed down the only homeless shelter, they imposed a $25,000 fine for 'camping' inside city limits, unless it's at the only park in town w/ overnight camping and they charge 60 bucks/day. Commercial slumlords get subsidies while prvt flats get regulated.

They will be fined and go to jail, the fines will never get paid and this will lead to an eventual higher tax on residents. 15 days in jail, meal included and protected from weather vs homeless, which one would you choose in that spot?

If it was between freezing to death or 15 days in jail, then I’d become a repeat offender until spring.

15 days room and board in an expensive jail? Wouldn't it be cheaper to give them a job doing something socially useful to do?
