Companies are worried about the cascading effect of giving workers paid leave and other worker benefits. If one caves, others will have to cave to meet worker demands. That's why, imo, biden and crew did a half measure. To basically bend the line, but not fully break it.

Why have we never heard what the time off benefits are - if they have weeks of PTO that is in fact sick leave

Compensation is compensation. If they don't want the cash but instead want sick days why not give them what they want.
