We don't even know the motive. Zero idea why it happened. (Unless something came out seconds ago) Never let a tragedy go to waste to signal your virtue.
Whenever these disasters occur, there's an immediate refrain of "we will rebuild" and "we'll get back our community," etc.
This isn't helpful in the beginning, no matter how well intentioned. People need to grieve their innocence and safety as well as the loss of life.
