Aw dude, I had this happen to me as a kid. Of course, back then I got a sunbutter and jelly sandwich, but since sunbutter tastes like cat feces, I went hungry. I wasn't poor either, I just forgot to get the money from my mom.

They should just stop cash payment altogether. Just each kid gets marked as having bought a lunch and you send a bill to their house. That's assuming they MUST pay for it. Ideally, it should be free at the point of service and publicly funded.
