Mikhail Gorbachev was a visionary leader. The refusal of the U.S. to help Russia when the Soviet Union collapsed was typical of America's arrogance and lack of visionary foreign policy. If we had helped Gorbachev then, Russia's path would probably have not been toward a Putin.

The US did too much to help Gorbachev stay in power and keep the Soviet Union. Striking examples include the US embassy not taking calls from Yeltsin who opposed the coup in 1991. The coup was by hardliners who basically arrested Gorbachev and wanted him to turn the country back.
