If they were going to violate the rules, they at least could have used the money to build schools.

But prisons are a huge profit centre on account of their slave labour pool. There is no shareholder value to be augmented by educating children. This is how America works.

@GOP wonders why people are still struggling. "We gave you all of this money for Covid relief" As Mitch puts it, we're all "flush" with money. Looks like a LOT of money for Covid relief went to a lot of "other" things, not Covid. No wonder people are still struggling.
