An example is all the money given to airlines on the condition that they wouldn't lay off workers. They took the $, laid off workers anyway & now cancel flights due to what they say are labor shortages. Buttegieg tells them to act nicer! Also tells us we can get refunds or miles

They're doing it to save money! Bernie's plan was to charge them for every cancelled flight, which would solve the problem very quickly. But of course it was ignored.

No major airline would have qualified for a PPP loan. Some small airlines would have but the larger airlines that are now experiencing issues did not. They received funds under the CARES Act separate from PPP loans. Also, not many airlines took PPP loans when why qualified.
