You don't need to pass a test to own a car. You can buy a car, put it in your home, and keep it there forever without any need for a license. If your property is big enough, you can even drive it around without license or insurance.
Maybe he should leave America. Guns have always been around. If there is a rise in gun crime then there are other factors involved. Media and political propaganda advocating for violence might be a cause. Promotion of anarchy might be a factor. Illegal immigration also a factor.
