When Steve Bannon said their goal was to dismantle the administrative state, he meant it. Basically these people do not want the government to exist in any way to help people. They want unfettered capitalism, not democracy, to be the basic governing principle of America.

Bannon doesn’t want anything in the positive sense, his goal (stated by him) is to “smash” like “Lenin”. He believes (with some merit) that the current “permanent political class” is irredeemably corrupt and wants to get rid of them. He has no vision for their replacement.
