When Steve Bannon said their goal was to dismantle the administrative state, he meant it. Basically these people do not want the government to exist in any way to help people. They want unfettered capitalism, not democracy, to be the basic governing principle of America.

You mean helping people by taking citizens’ tax funded revenue and redistributing it to foreign citizens whereby millions are living illegally in the US! The administrative state has failed the people in this manner.
