Yep congress ain't working thank God the Supreme Court is otherwise it would still be used to make up laws instead of interperat them.

Sadly, prevention is often unrealistic. The system has to be so poorly functioning that no other choice but to articulate and consider alternatives is available. As always, if it isn't broken (or barely functioning) don't try to fix or alter it.
