Because the intention of the perpetrators of the Flint disaster meant what they did to be destructive as a means to annihilate a certain population of a certain hue.

It isn't just Flint. Hundreds of communities deal with contaminated water. Flint just gets the media. Those in power are cool with the bad press on Flint so long as everyone is focused there and not on how much of the country is, or will be, screwed regarding clean water.
