Many states do do this. California adopted a housing first policy in 2016. Since then the homeless population in California has doubled.

Our housing code does not permit that here. Our large homeless population is another symptom of US government over-regulation. People have tried building tiny houses for homeless folk. The government tore them down because they didn't meet code.

It’s humane and less expensive but it won’t work in the US because it goes against the policy of shaming people for being poor.
