The will of the ppl is never served unless it's been watered down to near nothing, means tested beyond recognition, and marketed as something significant, especially when the corporate elites are footing the bill for the Senators. It's been this way for a very long time.

Problem is in a republic, the elected are supposed to protect the voters from themselves. which is why the republic isnt going to be around much longer. Time for the elected to represent the will of the people for a change.
