Why universal? There are already liability laws if you do a personal sale to someone unqualified. You just want a national registry. It's not the NRA. It's their voters.

The reason: If the government can say whether or not you can own a gun, then they can say no one can (or make it near impossible to acquire). Remember; the 2nd Amendment is there to protect people FROM their government. That should not be a power given TO the government.
