I did not realize congress votes on a DPA order? The formula order was put into a Covid spending bill and several republicans were planning to vote against it?!

He can't just use the DPA for anything. Have you actually read the law? And a clean energy grid would require funding. That's still Congress's job. They hold the purse strings not Joe.
