Because doing so correctly requires going after the nuts on both sides of the political spectrum. And since the sheeple think only a democrat or republican can be POTUS, one side will always ignore the radicals on their side of the aisle.

Maybe because foreign, unknown, exotic & usually melanin filled humans in far off but very valuable, geo-strategically important, resource rich lands are much easier to scapegoat, make bogeymen, manufacture fear with, which makes looting, controlling US taxpayer child's play.
