It’s a nice Freudian slip on the part of the “OT” - “President legislated.” For all their braying about “democracy,” modern progressives are remarkably comfortable with the executive branch making law (and, as here, enjoying reign-like longevity).

FDR imprisoned hundreds of thousands of working class people and took their property on the explicit basis of race, and the new deal did not generally speaking benefit African Americans.
