I think because many of them are there for other reasons: graft and corruption, ie getting rich, earmarks for their own district ie keep getting re-elected, to win their seat but actually hide from making any significant decision. What does that party actually stand for?

Because executive orders can be undone by the next person in office and their are limits to them...codified into law it's much harder to overturn. Student debt should be canceled anyway it can be. Campaign promises matter to us voters.
