It's called a mixed economy and it's an old concept. Even Adam Smith saw some roles for government.

This is called Social Democracy and is one of the basic forms to most industrialised political-economies since 1850s, fascism, nordic model, new deal, national socialism etc. this isn't really revealing.

What they have is capitalism with welfare characteristics. You should really educate yourself more on topics like ideology and economics.
